These Terms of Service (the "Agreement") govern the use of the online service (the "Service") provided by the Administration.
By using the Service, including registering, paying for services or accessing materials, the User confirms that they have fully read and accept this Agreement in its entirety.
If you do not agree with the terms of this Agreement, you must stop using the Service.
The Service provides access to a VPN (virtual private network) and other digital goods and services of an intangible nature.
Materials provided through the Service may include: information from open sources; original materials of the Administration and/or third parties; analytical reviews, collections, recommendations, structured data.
The User acknowledges and agrees that the value of the Service lies in the systematization, presentation, maintenance, support and updates, and not in the exclusivity of individual fragments of information.
The Service does not claim or guarantee the uniqueness, exclusivity or unavailability of individual elements of materials outside the Service.
The Service is provided on an "AS IS" basis.
The Administration does not guarantee: that the Service will meet the User's expectations; the achievement of any results; uninterrupted and error-free operation of the Service; availability of the Service in all jurisdictions.
The Administration is not liable for: any direct or indirect losses, including lost profits; consequences of the User's use of the materials; actions or inaction of third parties; temporary technical failures and access restrictions.
All decisions regarding the use of materials, recommendations and services are made by the User independently and at their own risk.
The Service is not intended to encourage, organize or facilitate illegal activity.
The User undertakes to use the Service exclusively within the applicable legislation of their jurisdiction and the rules of third parties.
Responsibility for the legality of the use of the Service rests entirely with the User.
All materials posted in the Service are protected by intellectual property laws.
The User may not copy, distribute, resell, transfer to third parties or otherwise use the materials of the Service without the permission of the copyright holder.
Violation of intellectual property rights may result in restriction of access to the Service without compensation.
The Administration may suspend or restrict the User's access to the Service in the event of: violation of this Agreement; detected abuse; requirements of legislation or payment providers.
Restriction of access does not release the User from previously arising obligations.
The Administration reserves the right to refuse service to Users whose actions may create increased risks for the Service, payment providers or third parties.
Payment for services and digital goods is made on the terms specified in the Service before payment.
Due to the intangible nature of digital goods and services, refunds are not provided after access has been granted, except in the cases specified below.
A refund is possible only if: the service was not provided due to a technical fault of the Service; access to the digital product was not actually granted.
To request a refund, the User must contact support within 24 hours of payment.
Refund decisions are made by the Administration on a case-by-case basis.
The User confirms that they will not initiate a chargeback through payment systems without first contacting the Service support.
The Administration may collect the minimum technical data necessary for the operation of the Service, as described in the Privacy Policy.
The Administration takes reasonable measures to protect data, but does not guarantee absolute security of transmitted information.
The Administration may amend this Agreement.
The current version of the Agreement is published in the Service.
Continued use of the Service means the User's consent to the updated terms.
